I need to place bubbles close to each other in order to communicate the tracking point. However when I share a link to the figma file, the user can't see all notes, because the user can't: Open/close the notes by using the upper right corner minimize/maximize icon for that OR Drag the notes to see covered design or notes OR Bring a note to the front by clicking it. In my opinion it would the best solution that the user can use the upper right corner minimize/maximize icon, since it will also allow for the user to see covered design. In this usecase it is NOT an option that the user has a figma account and accesses the Event Tracking Plan by simply opening figma.
