Bubbles sitting close, avoid notes covering each other

I need to place bubbles close to each other in order to communicate the tracking point. However when I share a link to the figma file, the user can't see all notes, because the user can't:
- Open/close the notes by using the upper right corner minimize/maximize icon for that
OR
- Drag the notes to see covered design or notes
OR
- Bring a note to the front by clicking it.
In my opinion it would the best solution that the user can use the upper right corner minimize/maximize icon, since it will also allow for the user to see covered design.
In this usecase it is NOT an option that the user has a figma account and accesses the Event Tracking Plan by simply opening figma.

Hi Rikke, thanks for sharing your experiences! Unfortunately it is an Figma's technical restriction that you will need a Figma account with editor access to interact with the widgets in a file.
As some more technical context, in lower level, a Figma widget uses APIs Figma provided to provide functions to users, and these APIs inherits the access level the logged in Figma user has, so unfortunately we are not currently able to modify the experience in logged-out surfaces, like the shared file you mentioned.
